The Altar Monsters
Altar monsters are summoned by entering the Altar Room and sacrificing items by dropping them into the central Altar. After 20 seconds, enemies will appear, with their strength depending on the Worth of Goods in the Altar.

Room monsters appear in Dungeon Monster Rooms. They each serve a unique purpose and respawn endlessly after some time has passed.
Overworld Mobs
The Non-Monster mobs belong to the Over World, they are not spawned in Altar like most mobs, but instead spawn naturally in a few specific places, or wander the map freely.
